Dealing with the Past: UNDP Indonesia supports Multi-Stakeholder Consultations on the Draft National Law to Establish a Truth and Reconciliation Commission (TRC) in Indonesia
One of the key challenges in building a sustainable foundation for peace after conflict is to ensure effective reconciliation among concerned communities and to provide special assistance to conflict-affected victims. In Indonesia, UNDP has been working to support national efforts towards the establishment of a transitional justice mechanism in the Special Province of Aceh. Aceh, known world-wide for the destruction caused by the 2004 Indian Ocean tsunami, suffered from nearly 30 years of conflict and rampant human rights abuses. In view of the need to establish the truth of the past human rights violations and to prevent recurrences of violence and abuses, the Memorandum of Understanding between the Government of Indonesia and Free Aceh Movement (GAM) (the “MOUâ€), which concluded the armed conflict in 2005, stipulated that a Truth and Reconciliation Commission (TRC) and a Human Rights Court (HRC) for Aceh are to be established.

Indonesia and UN sign programme to tackle deforestation and climate change
In an effort to address climate change by stopping the destruction of Indonesia's vast forests, the Ministry of Forestry and UN agencies today signed the UN-REDD (Reducing Emissions from Deforestation and Forest Degradation) programme, just in time for the upcoming Copenhagen climate change negotiations this December. The REDD concept is expected to be one of the most crucial agendas to be discussed in Copenhagen.

Norway first donor to support Indonesian aid management initiative

The Regional Consultation was opened by the Governor, His Excellency Bapak Sri Sultan Hemengku Bhuwono X. Representatives gathered from West Nusa Tenggara, East Nusa Tenggara, West Kalimantan, East Kalimantan, Central Kalimantan, Bali, East Java and Central Java.

UNDP boosts recovery in earthquake hit Padang
As people in earthquake-hit West Sumatra look to rebuild their lives, the United Nations Development Programme (UNDP) boosted its recovery support here this week, bringing in more heavy equipment to remove badly damaged homes, schools, mosques, and by fielding experts to work alongside government to reduce the impact of future earthquakes.
"There are thousands of teetering buildings that pose a threat to people living and working nearby," UNDP Country Director Hakan Bjorkman said. "Our experts are assisting the Public Works Department to survey these and coordinate teams to safely demolish some of the ones that are simply wreaked,"Â he said. "The clean-up job is massive - we estimate around 1.5 million cubic meters, or 375,000 small truckloads, of rubble needs removing," he said. "To make a bigger dent in this massive job we have hired more bulldozers, trucks and other heavy equipment to start work this week," he said.

UNDP supports Indonesia in Strengthening Access to Justice through pioneering Strategy
Today the Government of Indonesia launched an ambitious and action-oriented National Strategy on Access to Justice. Supported by the United Nations Development Programme, this strategy aims at improving the protection of peoples rights across Indonesia, with special emphasis given to legal empowerment of poor people and marginalised groups. The strategy puts forward a set of policy recommendations relating to eight themes that extensive surveys have shown link directly to the needs of vulnerable groups. These are: Legal and Judicial Reform, Legal Aid, Local Governance, Land and Natural Resources, Women, Children, Labour and Poor and Disadvantaged Groups.

UNDP appointed as interim trustee for Indonesia Climate Change Trust Fund
The Government of Indonesia has officially launched a grant mechanism to manage climate change donations from donor countries today. The Indonesia Climate Change Trust Fund or ICCTF is expected to support programme related to climate change mitigation and adaptation. UNDP has been appointed as interim trustee to manage the fund during the transitional period before the appointment of a National Trustee.

UNDP's booth to come third in Aceh cultural expo competition
During the devastating conflict in the 1950s, the Acehnese government successfully attempted to reunite its people by establishing the Aceh Cultural Fair in 1954. Since then there has been four Cultural Fairs, the latest being in August of 2009 in conjunction with the Aceh International Expo. The post-conflict and post-tsunami provincial government was eager to promote a new and exciting Aceh though this very rare event. The expo was aimed to promote both the local private and public sector institutions, and all organisations that are still working on the recovery of Aceh, to recognize their support, share experiences and results on rehabilitation and reconstruction as well as to promote development and unity in the area.

UNDP supports integrated information system for more effective poverty reduction efforts
To improve the efforts in poverty alleviation, the Government of Indonesia with the leadership of the National Development Planning Agency (Bappenas) has created an integrated information system (Simpadu) for National Programme for Community Empowerment (PNPM) Mandiri. With the new system all relevant data is collected, analyzed, and monitored to find the problems and immediately seek the solutions for better poverty reduction programme in Indonesia. At this stage, the initiative is implemented in 6,408 sub-districts in all 33 provinces across the country.

DHL and UNDP start pilot program for a more effective disaster relief
Deutsche Post DHL, the worlds leading mail and logistics services group, together with its subsidiary DHL, and The United Nations Development Programme (UNDP) enhanced its services in the area of Disaster Management. In addition to previous and existing disaster response initiatives, both parties launched a new module in the field of disaster preparedness. GARD, which stands for Get Airports Ready for Disaster is a crucial initiative in making worldwide relief efforts more effective. Two pilot projects were just completed successfully at the Indonesian airports of Makassar and Palu and mark the start of a global roll-out for GARD. In 2009 and 2010, the DHL GARD team plans to conduct on-site training programs and surge capacity assessments at other airports located close to disaster prone areas in Asia and the Americas.

UNDP empowers local poverty reduction efforts in three provinces
Several of Indonesias least developed districts have increased their funds designated for poverty reduction by more than 50 percent. The Pro-Poor Planning, Budgeting and Monitoring (P3BM) project offers a simple but effective tool. Developed by UNDP, P3BM has reached over 1,000 local government officials and other stakeholders. In Sikka and Lombok Timur districts, local governments have used P3BM to increase their funding for health, education and environmental programmes, and are therefore better able to provide services for their communities.

Through DiBi, Yogyakarta has online tool to analyze disaster
UNDP supported the National Agency for Disaster Management (BNPB) and the Government of Yogyakarta to establish an application to analyze historical and geographic data on natural disasters that have occurred in the province. The web-based application, called DiBi (Indonesian Disaster Information and Data) has been set up at the national level and now Yogyakarta is one of the pilot provinces for DiBi implementation.

Ten Years of the Implementation of Indonesia's Decentralization: Reformulating the Role of the Province
State Ministry for National Development Planning (BAPPENAS) and the United Nations Development Programme (UNDP), held a national policy seminar in Jakarta to review the impacts of the implementation of Indonesia's Decentralization, 10 years down the road. Supported by Decentralization Support Facility (DSF), the event called for further clarification of the currently ambiguous roles of provincial governments, in terms of five core development dimensions: (1) law, policy and institutional relationships among central, provincial and district government, (2) provincial governance, (3) inter-governmental fiscal relations, (4) spatial dimension of regional development, and (5) economic relations between province and district. The event also launched new reports, the Study on the Alternatives to Proliferation of the Regions, and UNDP Policy Issue Paper on the role of the province.

UNDP promotes safer communities
With support from UNDP through the “Safer Communities through Disaster Risk Reduction” (SC-DRR) in Development Programme, the Indonesian Government with its public and private partners has officially declared the establishment of Indonesian National Platform for Disaster Risk Reduction today.
This National Platform for Disaster Risk Reduction or PLANAS PRB is an embodiment of UN recommendations and resolutions that requested countries to set up institutional mechanisms (National Platforms) for disaster risk reduction at the national level. The need for these platforms as a multi-stakeholder coordination to reduce disaster risk was further emphasized during the second world conference on disaster reduction (WCDR) in 2005.

New report on 2004 tsunami recovery efforts reveals the need to involve local communities every step of the way
To better respond to natural disasters, governments should invest more in risk reduction for vulnerable communities and make sure to reflect gender concerns in the recovery process, says a report presented today at the United Nations. Involving local communities in the recovery process, according to "The Tsunami Legacy: Innovation, Breakthroughs and Change" report, is as instrumental as installing high-tech early warning systems.
