Introducing Good Local Governance: The Indonesian Experience (PDF 540KB) Following the dramatic changes in the nation’s economic situation as a result of the Asian Financial Crisis and the transition from the so-called New Order Regime, the Government of Indonesia set forth the bold policy of regional autonomy through the passing of various regulations highlighted by the enactment of Law No. 22/99 on Decentralization and Regional Autonomy the Decentralization Law as of 1 January 2001 followed by the Special Autonomy Laws for Aceh and Papua. These Decentralization and Special Autonomy Laws devolved from Central Government to Local Governments the authority and corresponding responsibility for the delivery of most basic services.
